WASHINGTON COUNTY (KDKA) — A Washington County man is going through dozens of animal neglect and cruelty fees after state police say each cats and cockatiels have been discovered residing in deplorable circumstances.

James Lane, 46, is going through 77 counts of animal cruelty and neglect. State police say the animals have been residing amongst feces and rubbish, and the cats additionally have been infested with fleas.

The trooper dealing with the investigation instructed KDKA that 16 cats and 13 cockatiels have been discovered within the basement of the home, which is situated on Browntown Road.

Brad Shaffer, a neighbor, stated he noticed animal management there a number of weeks in the past.

“They came in. I let them park at my house so they could get in and take care of what they needed to do,” stated Shaffer.
